Introduction
When TMS identifies an event that may trigger training compensation or a solidarity contribution, it automatically generates a provisional electronic player passport (EPP). The EPP then undergoes a series of steps, known as the EPP review process, during which training clubs, Member Associations and FIFA verify that its information is complete and correct.
The EPP review process is summarised below and then described in detail.
“Pending” status: generation of an EPP
To populate a provisional EPP, FIFA uses the player’s FIFA ID to request registration information from all Member Associations through FIFA Connect ID. The integration of a Member Association’s electronic National Registration System with FIFA Connect ID allows that Member Association to send available registration information automatically to TMS for inclusion in the EPP.
If a player has never been registered with a Member Association or the Member Association is not integrated with FIFA Connect ID, then no registration information will be sent to TMS from that Member Association’s National Registration System.
Initially, a provisional EPP is generated and its status in TMS is shown as “Pending” for at least ten days. During this time, all TMS users may inspect this provisional EPP for accuracy.
All Member Associations that provide registration information through FIFA Connect ID for an EPP are automatically included as participants in the EPP review process.
Clubs with which the player was registered according to the registration information in the EPP participate in the EPP review process, provided that these clubs have TMS access.
Member Associations that are not included in the provisional EPP may request participation if they believe registration information is missing. If approved, they can add that information manually during the EPP review process.
“Review” status: EPP review process
During the EPP review process, the relevant Member Associations may ask to add or amend registration information manually in the EPP.
Clubs with TMS access that are participating in the EPP review process may upload waivers, contract offers, or exemptions of a contract offer, where relevant.
A Member Association will have to upload waivers, contract offers, and exemptions of a contract offer on behalf of its affiliated clubs that do not have access to TMS, where relevant.
The EPP review process lasts 15 days. The FIFA general secretariat may, at its discretion, exceptionally extend its duration.
All information added or amended during the review process is subject to FIFA’s approval.
“Validation” status: EPP validation process by FIFA
During the EPP validation process, FIFA will evaluate the EPP and determine whether to accept or reject any request to amend registration information for the final EPP.
Where information is unclear or incomplete, FIFA may request via TMS that the relevant party provide further information within five days.
“Completion” status: EPP being completed by the participants
If, during the validation phase, FIFA decides that registration information and documentation may be missing from the EPP, FIFA will put the EPP in “Completion” status. All participating clubs and Member Associations may provide registration information or documentation during this phase, as they can during the “Review” phase.
The “Completion” phase will last for a predetermined period of time.
“Referred to DRC” status
If a case of legal or factual complexity arises in FIFA’s assessment during the validation of the EPP, FIFA may refer the case to the FIFA Dispute Resolution Chamber (DRC) for a decision.
While the DRC is deciding the case, the status of the EPP will remain as “Referred to the DRC”.
“Approved” status: EPP finalised
All Member Associations and clubs participating in the EPP review process are notified of the final EPP. These parties have 21 days to appeal the decision to the Court of Arbitration for Sport. If no appeal is submitted by the deadline, the decision becomes final and binding.
“Discarded” status
After assessing an EPP, the FIFA general secretariat may discard it if no training rewards are due, e.g. in cases where there is no international dimension.
FIFA will provide a reason for discarding an EPP, which will be displayed in the EPP.
In such cases, the EPP will not be finalised and no training reward payments are due. The status of the EPP will be set to “Discarded”.
